These may be more U.S.-idiomatic forms than British-idiomatic forms (the two "from" options have a British English sound to me, although "effectivetoday" does not); but all five options are grammatically faultless, I believe. No, "as of" can mean both - 1) As oftoday, only three survivors have been found. 2) As oftoday, all passengers must check their luggage before boarding the plane.
