Ryotwari was a system of direct taxation on cultivators introduced by Thomas Munro in Madras and Bombay presidencies. It contrasted with zamindari, where taxes were collected through intermediaries, and gave peasants more freedom and security. Ryotwari System Thomas Munro established the Ryotwari System , which enabled the government to work directly with cultivators to collect income and allowed peasants to relinquish or purchase more land for agriculture. The Ryotwari System, introduced by Thomas Munro, in 1820 was a land revenue system in British India that allowed the government to deal directly with the cultivator ('ryot') for revenue collection and gave the peasants freedom to acquire new land for cultivation. The main feature of the Ryotwari System is that in this System there was no intermediary between the King and the cultivators as in the zamindari System. The peasants were recognised as the owner of the land.
